This handbook draws on over a decade of experience in designing, building, maintaining, and supporting the adoption of open data standards. It reflects the approach we developed at Open Data Services as part of the Open Standards for Data project, led by the Open Data Institute in partnership with Innovate UK.
It’s designed as a practical tool, it can be used in two ways:
- As a standalone guide to our process
- As a starting point for others looking to create individual standard handbooks
The guide is organised in three sections
- Development and maintenance – How a standard is initiated, developed, kept up to date, and revised over time.
- Adoption – Practical ways to support adoption, by working with data publishers, intermediaries, and people who use data.
- Learning – How to track uptake, understand impact, and keep the standard aligned with policy goals.
